Biography of Laurence M. Foley, Sr.
USAID/Jordan

SUPERVISORY EXECUTIVE OFFICER
UNITED STATES AGENCY FOR INTERNATIONAL DEVELOPMENT
AMMAN, JORDAN August 2000 –  2002

As the Supervisory Executive Officer, Mr. Foley was a member of the USAID/Jordan Senior Staff with responsibility for the management of all aspects of administrative support services including personnel, property management, information resources, communications, transportation, commodity/service procurement and security.  He represented USAID interests in interagency committees related to housing, security, personnel and administrative support through the International Cooperative Administrative Support Services (ICASS).

In terms of staff, Mr. Foley managed the largest office in USAID/Jordan.  He supervised a staff of fifteen and was one of two contract officers assigned to Post.  He reported directly to the Mission Director, was a member of the USAID/Jordan senior management team and the resident authority on all aspects of executive management at both the operational and strategic levels.  The EXO's input is vital in terms of ensuring basic work requirements and providing customer-service orientation to achieve program results.  Given the security profile in Jordan, Mr. Foley's role as the lead mission officer responsible for ensuring the security and safety of staff was critical.

HARARE, ZIMBABWE August 1996 – August 2000

As chief of the Executive Office, was a member of the USAID/Zimbabwe Senior Staff with responsibility for management of all aspects of administrative support services including personnel, property management, information resources, communications, transportation, commodity/services procurement, and security.  Reported to, and was the prime advisor to the Mission Director in broad areas of Mission administration.  Represented AID interests in interagency committees related to housing, security, personnel and administrative support.  Chief contract officer assigned to Post.  Supervised twenty-six FSNs and coordinated the activities of twenty security officers.

SUPERVISORY EXECUTIVE OFFICER
UNITED STATES AGENCY FOR INTERNATIONAL DEVELOPMENT

LIMA, PERU August 1992 – July 1996

Chief of the Executive Office, oversaw support services for this USAID Mission of 190 Foreign Service National and American employees.  Directly managed a staff of eighty, including divisions of personnel, general services, informational resources, procurement, communications and records and security.  Planned and directed continuous evaluation of the organization, staffing and services of the USAID Mission to ensure maximum utilization of material and human resources.  Participated in the formulation of Mission management policies on 1) program planning; 2) program development; 3) implementation and 4) evaluation.  Developed and prescribed appropriate internal Mission management systems and policies.  Developed manpower and logistical support requirements within budgetary limitation of six million dollars.

SUPERVISORY EXECUTIVE OFFICER UNITED STATES AGENCY FOR INTERNATIONAL DEVELOPMENT

LAPAZ, BOLIVIA June 1990 – June 1992

Deputy Chief of the Executive Office, supervised and administered major portions of the internal management functions of this 230 member AID Mission, including the offices of General Services, Communications and Records, Personnel and Procurement.  Responsible for implementing the Mission safety and security programs and providing daily guidance and direction to the EXO staff.  Served as a Mission Contract Officer Analyzed Mission management requirements and developed administrative and technical support budgets.

INTERNATIONAL DEVELOPMENT INTERNATIONAL AGENCY FOR INTERNATIONAL DEVELOPMENT

WASHINGTON, D.C. September 1988 – June 1990

Successfully completed orientation and training in all aspects of AID management.  This included 500 hours of on-the-job training in both Personnel and Procurement as well as 300 hours of contract course work conducted by professional training groups.

DIRECTOR OF ADMINISTRATIVE SERVICES
EHABILITATION SERVICES OF NORTHERN CALIFORNIA

October 1985 – November 1987

Direct responsibility for management of this private non-profit Northern California corporation’s five million dollar, six center operation.  Directly administered the medical day care center’s multi-phased rehabilitation effort addressed to victims of head injury, Alzheimer’s disease, stroke and cerebral trauma.

ASSOCIATE DIRECTOR
UNITED STATES PEACE CORPS, PHILIPPINES

July 1980 – July 1985

Managed all aspects of the Peace Corps involvement in the Southern Region of the Philippines.  Responsible for the preparation,  placement and supervision of over 200 Peace Corps Volunteers in the four program areas of primary health care, agricultural extension, teaching English as a second language and small business development.

SUPERVISING PROBATION OFFICER
ONTRA COSTA COUNTY, CALIFORNIA

July 1969 – June 1980

Supervised a caseload of forty juvenile offenders providing individual counseling and rehabilitation services, family care services, community resourcing and court assessments.  Served as a liaison with community policed departments in rehabilitation programs for juvenile offenders.

Interviewed, selected and trained a staff of seven Deputy Probation Officers who supervised 700 adult offenders.  Developed and instituted the Contra Costa County Adult Community Service Program which provided approximately 400 volunteer positions each year for probationers in lieu of incarceration.

UNITED STATES PEACE CORPS VOLUNTEER
NDHRA PRADESH, INDIA

June 1965 – June 1967

Designed, built and maintained large model poultry farms as part of the Indian Government’s expanded nutrition program for the rural population.  Provided extension and marketing services for fifteen rural poultry projects.
